Home Care Business Insurance is a brand of Wagley Agency Insurance Group that works only with home care and home health businesses. We place general liability, workers compensation, professional liability, auto, abuse and molestation, and the rest of the program through exclusive carrier programs, and we build each one to the rules of the state where you operate.

Who we are

Home Care Business Insurance, HCBI for short, is the home care practice of Wagley Agency Insurance Group. The agency serves clients across a range of industries. This brand exists for one of them: the businesses that send caregivers into people's homes. Everything on this site, from the coverage pages to the state guides, is written for that single field rather than adapted from a general small-business template.

The reason for a dedicated brand is simple. Home care does not insure like a shop or an office. A caregiver works alone in a client's home, often with a vulnerable person, sometimes driving between visits across a wide territory. The exposures that follow, from a lifting injury to an abuse allegation to an auto claim on a personal vehicle, do not show up the same way in other trades. A practice that looks at home care all day sees those patterns clearly, and prices and structures coverage around them.

We are a broker, which means we work for you rather than for a single insurer. Our job is to understand your operation, match it to the carriers that write home care well, and assemble a program that holds up when a claim arrives. We are paid to get that right, not to push one company's product.

So the material here is held to what a broker would actually tell a client sitting across the desk. Where a rule is specific to a state, we name the statute or the regulator behind it. Where the right limit depends on your contracts, we say so instead of quoting a number that would not fit your agency.

A specialist broker matters because home care insurance is a moving target. States rename their regulators, adjust their workers compensation rules, and set their own expectations for what an agency must carry. Why home care specialization matters

The case for a specialist is not a slogan. It comes down to four things about home care that a general broker rarely tracks closely, and each one shows up in the coverage.

  • The rules change at every state line. Which regulator licenses an agency, whether a Certificate of Need is required, and what insurance the state expects all shift from one state to the next. A program built for one state is rarely right for another without adjustment.
  • Workers compensation is not one rule. Some states require coverage from the first employee, others at three or four, and the way owners and family members count toward the threshold varies. Getting the count wrong is how agencies end up uninsured without realizing it.
  • Caregivers work unsupervised in private homes. That is the heart of the service and the source of much of the risk, from lifting injuries to property damage to the trust placed in a worker who is alone with a client.
